In reply to your letter of the 7th ultimo (2725), I am directed to state that the Roard have had under consideration the transcript forwarded with the letter of the 'Ordinance to further amend the University Ordinance, 1911', pussed by the Legislature of Hong Kong.

The Board have no observations to offer con- cerning any of the provisions of the Amending Ordinance, with the exception of that which amends sub-section 11 of Section 4.

With regard to sub-section 11 of Section 4 I am to explain that when the Board in their letter of the 27th September 1911 gave their opinion on the nature of the arrangement which it appeared desirable for the HongKong University to make with the University of London, they contemplated that if it was thought that the sub-section required amendment in view of the opinion put forward by the Board, such amendment would be drafted in general terms, and that the Board did not anticipate that the wording of an explanatory passage in their letter would be so closely followed in an amendment of the The Under-Secretary of State,
